The categories of insureds affacted
- recipients of Family Allowances,
- young couples married less than 5 years, where both members are aged under 40 on the marriage date,
- young workers aged under 25,
- employees who have not worked due to illness for more than three months but do not receive continued payment of their salary from their employer,
- disabled adults.
Eligibility conditions
General terms common to the different categories
In particular, these take into account:
- the composition of the family living in the household,
- household income,
- the amount of rent or annuity repayment for a loan to purchase low-cost housing, up to an upper limit of three times the upper limit applied in the neighbouring country, in order to take account of the specific nature of the Principality's property market.
Given this information, a minimum rent, corresponding to the share of the housing costs expected to be borne by the insured, is determined.
The reception desk at the Family Benefits Departmentcan give you more detailed information and has a simulation tool so that you can determine whether, in view of your circumstances, you are entitled to a Housing Allowance.
Specific conditions for recipients of Family Allowances and young couples
- either one of the two spouses must prove at least 60 months of residence in the Principality,
- or the entitled person must prove 60 months registration.
This person must carry out a minimum of 75 hours of salaried work or equivalent for the month during which the Housing Allowance is calculated.
Specific conditions for young workers aged under 25
- Prove a period of salaried work or equivalent entitling them to medical benefits from the 1st day of the month for which the allowance is calculated, i.e.:
- 120 hours during the month for which the Housing Allowance is calculated.
- 200 hours:
- over a period of three months including that for which the Housing Allowance is calculated, along with the two previous months, or
- during the calendar quarter preceding the month for which the Housing Allowance is calculated.
Specific conditions for employees who are not working due to illness
- Have not worked due to illness for a period of more than three months,
- Not receive continued payment of their salary from the employer.
Specific conditions for disabled adults
- Be receiving the Disabled Adults' Allowance paid by the D.A.A.S. (Department of Health and Social Affairs),
- Engage in an occupational activity in a protected environment,
- Be covered by the C.C.S.S. for the payment of medical benefits,
- Not benefit from therapeutic apartments provided by the D.A.A.S. (Department of Health and Social Affairs).
NB: disabled adults conducting their occupational activity in an open environment can submit a request for the allowance, which will be subject to the opinion of a specific commission.
Payment
- The allowance is paid monthly or quarterly, depending on the frequency of the rent payments, at the end of the month following the period for which the Housing Allowance is calculated and on presentation of a copy of the rent receipt or proof of payment at the end of the loan to purchase low-cost housing,
- For those receiving Family Allowances, payment is made to the recipient of such benefits (generally the mother).
We draw your attention to the fact that every year, the original rent receipt is required for the month of June. A copy certified by the Police Department is accepted.
In the case of purchasing low-cost property, send us the original bank statement confirming repayment of the loan for the month of June.
