Pension Application

  • When to Apply for a Pension
    • When all the conditions are met (duration of activity, age and cessation of activity), you can submit your pension application
    • The application can be made by mail (form to be collected from the Retirement Service)

    • Early Pension from Age 55
    • If you are a mother who has actually raised at least three children, for eight years, up to their sixteenth birthday, you can obtain your pension from your 55th birthday, provided you submit a written request during the calendar quarter in which your birthday occurs.

    • Early Pension between 60 and 65 Years Old
    • To claim your rights from the age of 60, simply submit a written request for a pension during the calendar quarter in which your birthday occurs.
    •  
    • Pension from the Age of 65
    • To claim your rights at the age of 65, you simply need to submit a written request for a pension within twelve months of your birthday.
    • If you wish to retire on another date, you can consult the “effective pension date” section to help you make your choice.
    • Please note: Whatever your choice, the date on which you complete the process will determine the effective date of your retirement pension.

Conditions

Activity Conditions
  • Opening Rights
    • Entitlement to a retirement pension provided by CAR is subject to two conditions:
      • Whether the salaried or similar activity was carried out over continuous periods or not, extending over a minimum number of ten years,
      • That these periods of activity include a minimum total duration of actual or assimilated work of sixty months.
    • In the event that the right to a pension cannot be established at the age of 65, the employee can request the revalued reimbursement of the employee's portion of the CAR contributions
  • Valid Periods in CAR
    • Valid Year
    • For the purposes of counting periods of activity, any calendar year during which activity was actually carried out for a continuous or discontinuous period of at least 173 hours, 169 or 151 hours, depending on the period considered, is valid.

    • Valid Month
    • The number of months of actual or assimilated work to be taken into consideration is obtained by dividing the total number of hours of work completed by 173 hours, 169 or 151 hours, depending on the period considered. The number of valid months cannot exceed that during which the activity was actually carried out.

    • Periods Assimilated to Working Time
    •  
    • Periods of interruption to work compensated for illness, maternity, paternity, adoption and disability are assimilated to working time at the rate of six hours per compensated day.
    • Periods of interruption to work compensated for work accidents or unemployment are also considered as working hours at a rate of six hours per compensated day:
    • If you are compensated following a work accident occurring in the Principality or following the loss of a job carried out in the Principality, do not forget to send a copy of the annual compensation certificate issued by the insurance company or through Pôle Emploi.
    • This document is necessary for CAR services to take into account periods of compensated unemployment, with a view to awarding retirement points.
    • Keep these documents, they may be requested from you when compiling your retirement application.
  • Periods Validated by Aggregation with Other Regimes
    • If you have carried out other activities in Monaco, France or Italy, these periods may be taken into account to reach the effective ten years and 60 months required by the legislation for the CAR employee scheme.
    • The periods concerned are:
      • Periods falling under the regime for State and Municipal Officials of Monaco
      • Periods falling under the special regime for the Centre Hospitalier Princesse Grace
      • Periods contributed to the Caisse Autonome de Retraite des Travailleurs Indépendants (CARTI)
      • Periods covered by the French basic regime for employees, for Monegasque and French nationals
      • Periods covered by the Italian basic regime for employees, for Monegasque and Italian nationals.

Age Conditions
  • Legal Retirement Age
    • The legal retirement age remains set in the Principality at 65.
    • However, the pension can be accessed early without reduction before this age.
    • Furthermore, it is likely to be increased when liquidated after the 65th birthday.
  • Early Pension before Age 65
    • To benefit from an early pension, it is imperative to have ceased all professional activity and not receive compensation for illness, work accident or loss of employment:
      • From the age of 55: This advantage is reserved for a mother who has actually raised at least three children, for eight years, up to their sixteenth birthday.
      • Between 60 and 65 years old: This possibility is open to any person meeting the minimum duration of activity conditions.
  • Pension from Age 65
    • The pension can be awarded even in the event of continuation of one or more professional activities:
    • Increased Pension:
    • The amount of your pension is increased by 1.50% per entire quarter elapsed between the day of your 65th birthday and the chosen effective date.
    • No increase is granted after the age of 70.
    • The maximum increase rate for a pension awarded after this age is 30%
Cessation of Activity
  • Early Pension before Age 65
    • To be able to apply for a retirement pension, you must, on this same date, have ceased all professional activity and not receive compensation for illness, work accident or loss of employment.
    • If your last activity allows you to benefit from a right to unemployment compensation that you have not yet claimed, you will no longer be able to combine this benefit with your CAR pension.
  • Pension from Age 65
    • No condition of cessation of activity is required to benefit from your CAR direct retirement pension.
Effective Pension Date
  • Early Pension before Age 65
    • When all the conditions are met (duration of activity, age and cessation of activity), you can submit your retirement application:
      • If the application is submitted in the current calendar quarter, the effective date is the date all conditions are met
      • If the application is made after the current calendar quarter, the effective date will be the first day of the calendar quarter in which you made the application.
    • Depending on the day of submission of the retirement application and to avoid losing pension rights, we advise you to complete/submit your application during the month you cease activity or compensation, or the month of your 60th birthday.
    • For convention requests, we can take into account deposits with CARSAT (for France) or INPS (for Italy). In this case, we will determine our own effective date which may be different from that set by France;
    • Provided that your application has been submitted on time, your pension can start
      • The day after your cessation of professional activity (NB: for activities in Monaco, we take into account the administrative exit date which does not necessarily correspond to the physical exit)
      • The day after the last compensated day

    • In all other cases, the starting point will be set on the first day of the calendar quarter in which the application is submitted.
    • Example: I am between 60 and 65 years old, ceased my activity on January 31 and submitted my application
      • Before March 31 = departure set for February 1
      • Between April 1 and June 30 = departure set for April 1
      • Between July 1 and September 30 = departure set for July 1
  • Pension from Age 65
    • When all the conditions are met (duration of activity and age), you can submit your retirement application:
      • If you wish to set the effective date of your retirement on your 65th birthday, you have twelve months to submit the request.
      • If you prefer to defer the effective date of your retirement for one of the following reasons
        • Continuation of activity in the Principality allowing you to acquire more pension points
        • Benefit from an increase in the amount of your pension
    • The effective date will be set, according to your choice:
      • Either the day after you leave the workforce
      • Or at the end of a period which allows you to increase the rate of increase applied to you
      • Or on the first day of the calendar quarter during which you submitted your application, if this is made after your 66th birthday.

Calculation
  • Normal Pension
    • The amount depends on the number of points acquired on the day before the effective date
    • The amount of your direct pension is determined by the number of retirement points acquired during your salaried activity in the Principality:
    • Monthly retirement = whole number of points x annual value of the point / 12
    • The annual value of the point, set by Ministerial Decree, is €21.3900 as of October 1, 2023.
    • The monthly value of the basic salary, set by Ministerial Decree, is €1,460.00 as of October 1, 2023.

  • Increased Pension
    • If the start of your pension is set after your 65th birthday so as to allow you to benefit from an increased pension (the coefficient of increase varies from +1.50% to +30% depending on the effective date chosen), the calculation of the amount of your pension takes into account this increase as indicated below:
    • New number of points = whole number of points acquired x increase coefficient
    • Monthly retirement = new whole number of points x annual value of the point / 12

Payment
  • Payment Arrangements
    • The pension is paid by transfer to the beneficiary's bank or postal account:
      • At the end of each calendar month, if resident in Monaco, France or Italy, payment takes place on the first working day of the following month.
      • At the end of each calendar month, if resident outside the three previous countries.
    • In the case of a direct pension, the pension can be transferred to a joint account opened in the name of both spouses.
  • General Payment Conditions
    •  
      • If you reside in MONACO, FRANCE or ITALY, you will be required to provide a life certificate, according to the terms specified at our request, every two years.
      • If you reside outside these countries, you will be obliged to provide either a life certificate or a certificate of existence every quarter, according to the terms specified individually by the Service Vérification des Pensions de Retraite.
      • As regards a life certificate, this document must be issued by a competent authority (Consulate, Town Hall, Police, Doctor) on the dates indicated.
Combining Employment and Retirement - Supplementary Activity
  • Additional Activity before Age 65
    • After your effective retirement date, accumulation is possible with partial or episodic professional activity that is only of a supplementary nature.
    • If you wish to resume a supplementary activity, you are required to declare this to the Retirement Service. In order not to run the risk of suspension of your pension service, ask the Pensions Service for any useful information.
    • In the event of resumption of activity, you will be required to contribute, throughout the duration of your activity, under the same conditions as before your pension took effect, without, however, these contributions giving rise to the acquisition of additional points increasing the amount of the pension.
    • The authorised remuneration ceiling is set at: €11,681.28 for 2024. It can be prorated for the year of liquidation of retirement rights and the year of your 65th birthday.
    • Subject to compliance with this ceiling, the following activities are considered as supplementary activities:
    • Supplementary Activities
    • Important : The following situations do not allow you to benefit from the payment of an early pension, regardless of the level of remuneration earned from this activity:
    • When the retiree:
      • Carries out management, direction or management activities on behalf of a commercial company
      • Employs staff as part of a non-salaried activity
  • Supplementary Activity after 65 Years
    • If you wish to continue or resume a supplementary activity after age 65, no special conditions apply.
    • You will continue to receive your full CAR pension.
    • In the event of activity in Monaco, you will be required to contribute, throughout the duration of your activity, under the same conditions as before your pension took effect, without, however, these contributions giving rise to the acquisition of additional points increasing the amount of the pension.
